Technical Support Instrument 2026 Cycle
The Technical Support Instrument (TSI) is the EU's tool to assist Member States in designing and implementing reforms. Managed by SG REFORM, it provides customised, demand-driven support including strategic and legal advice, studies, training and expert visits on the ground.
The assistance is delivered in cooperation with EU institutions and external experts. TSI aims to strengthen administrative capacity, promote sustainable growth, and align national reforms with EU priorities and regulations.
The TSI programme operates under the 2021-2027 Multi-Annual Financial Framework (MFF). There is no exchange of funds and the support does not require co-financing from Member States.
Ireland and TSI:
The Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation acts as Ireland's National Coordinating Authority for the TSI. It liaises with the European Commission and facilitates the alignment with national reform priorities.
