Unlocking Potential: The Value of Good Open Data - Robert Swiergon and David David Lecore (NSTA)
The North Sea Transition Authority (NSTA) Data Compliance Team ensures that vital data relating to the North Sea's energy transition whether from traditional oil and gas operations or emerging renewable energy projects are managed and reported in accordance with the current regulatory reported regimes.
The presentation will cover a range of topics including.
* The foundations of data retention, reporting & disclosure and why enforcing good data quality standards during the retention & reporting process improves publicly available data.
* A brief history of data ‘release’ and how data availability has changed over time.
* How the NSTA have been identifying inconsistencies in previously reported data and the use of analytic tools to bring to life large data sets.
* How we have implemented a wide range of corrections across multiple datasets improving the quality of publicly available data, collaborating with Industry to achieve this.
* How we have created a step change in the reporting of digital data for Oil & Gas wellbores, with a specific focus on Abandonment data in the last 4 years pre-planning for a Carbon Storage industry.
* How the Data Compliance Team work in conjunction with the (National Data Repository) NDR team to improve data reporting across the UKCS.
* How the Data Compliance Team work in conjunction with the NSTA GIS team to ensure the data publicly disclosed is of the highest standards.

Bios
Robert Swiergon – Senior Technical Data Manager – BSC Hons in Geology & Petroleum Geology from the University of Aberdeen (2009-2013) , After university he started working for a subsurface data management company working for their clients across the globe. In 2018 he helped the then (Oil & Gas Authority) OGA with a project to align their data with industry for the launch of the NDR. In 2019 he began his current role with the NSTA.
David Lecore - David is Head of Data Services and Compliance at the North Sea Transition Authority (NSTA).
The NSTA license, regulate and influence the UK oil and gas, offshore hydrogen, and carbon storage industries. NSTA support UK energy security, drive emissions reduction from UK supplies, and help accelerate the transition to net zero to realise the potential of the North Sea as an integrated energy basin.
David’s NSTA role involves ensuring data is reported in a compliant manner, which in turn allows that data to be subsequently disclosed, so that anyone can realise the value it holds.
The NSTA’s data compliance focus is not just on current data, but legacy data acquired or created decades ago. The data types now commonly reported are also expanding: Seismic, per well per day production data and infrastructure data have all commenced active reporting and disclosure during David’s tenure.
One of David’s current focuses is assisting DESNZ in finalising the carbon dioxide storage information and samples related legalisation, in the 2023 Energy Act, to ensure that carbon storage licence related information will be retained, reported and subsequently disclosed.
David has worked in the oil industry since 1985, initially for UK major oil companies, moving into a major oilfield services company in 1997, then to the NSTA in 2016
