Context

The Department of Agriculture, Environment and Rural Affairs (DAERA) has been leading on the development of the draft Climate Action Plan on behalf of the Northern Ireland Executive. The draft Climate Action Plan includes policies and proposals identified by NICS departments to reduce emissions across all sectors of our economy and society. Departments have worked collaboratively to ensure that their policies and proposals collectively achieve the first carbon budget.

This first draft Climate Action Plan (2023-2027) is an important step on Northern Ireland’s journey to net zero.

A 16-week consultation on the draft Climate Action Plan consultation has been launched and will provide an opportunity to continue important conversations with the public and stakeholders on the actions needed for Northern Ireland to achieve the first carbon budget and ultimately its net zero target by 2050. We want to hear the views and feedback from a wide range of stakeholders for the development of the draft Climate Action Plan. The consultation is open from 19 June until 8 October 2025.
