Patricia Dillon SC is a practising barrister who was called to Outer Bar in 1980 and the Inner Bar in 1999. She provides services as a Legal Assessor to a number of Statutory Regulatory Authorities and Non-Statutory Authorities.

Caoimhe Daly BL is a practising barrister called to the Bar of England and Wales in 2005 and the Bar of Ireland in 2009.  In addition to being a member of the Law Library she is a member of QEB Hollis Whiteman Chambers, London.  Caoimhe specialises in medical law, in particular professional regulatory law, clinical negligence, and coroners’ inquests. Caoimhe presents Fitness to Practice Inquiries before the Nursing and Midwifery Board of Ireland, the Irish Medical Council, the Pharmaceutical Society of Ireland, the Veterinary Council of Ireland, and the Teaching Council.  She also appears on behalf of the Irish Horseracing Regulatory Board.  Caoimhe appears on behalf of the UK counterparts of these Regulators.  In addition, Caoimhe is regularly instructed by the Solicitors Regulatory Authority, England and Wales. Caoimhe acts on behalf of clinical indemnifiers in the defence of clinical negligence claims.

Brendan Savage BL was called to the Bar in 2008. He has a general civil practice, with a particular focus on civil litigation. Brendan also acts in regulatory matters and has represented solicitors and other professionals before the courts and various tribunals.

Frank Kennedy BL has practised at the Bar since 2010, primarily in commercial, public and regulatory law. He has prosecuted before the Solicitors Disciplinary Tribunal, the Medical Council, the Nursing and Midwifery Board, and appeared in regulatory proceedings for the Health and Safety Authority and before the Central Bank’s administrative sanctions procedure. He has advised the Competition and Consumer Protection Commission on the administrative enforcement regime contained in the Competition (Amendment) Bill 2022 (now enacted). He is a law graduate of UCD and Oxford University.

Brian Doherty is the Chief Executive Officer of the Legal Service Regulatory Authority, the body charged with the regulation of legal professionals in the State and the maintenance and improvement of standards of legal services . A former barrister he was called to the Bar in Northern Ireland in 1996 and initially practised in Belfast. He joined the Office of the Police Ombudsman for Northern Ireland when it was set up in 2000 as one of the first civilian investigators, working on allegations of misconduct against the then RUC, later the PSNI. In 2007 he moved to the Garda Síochána Ombudsman Commission as a Senior Investigating Officer, later progressing to Acting Deputy Director of Investigations. He returned to the Police Ombudsman of Northern Ireland in 2014 to run the Current Investigations Directorate. Brian took up post as the CEO of the LSRA in September 2017. Brian holds a Masters in Criminology and Criminal Justice Management from Queens University Belfast and a Doctorate in Criminology from the University of Portsmouth.
