  • Darragh O'Brien TD, Minister for Housing, Local Government and Heritage - The Minister will speak on the topic of planning reform, affordability and also the new “Housing for All” plan

  • David Rouse, Multi-Unit Developments Advisor with The Housing Agency - David will speak about recent developments and practices in the multi-unit developments and owners’ management company sector.

  • Mema Byrne BL - Mema will present on the topic of Housing Law Updates

Darragh O'Brien TD was appointed Minister for Housing, Local Government and Heritage in June 2020. He is an elected TD for the constituency of Dublin-Fingal. Prior to his election to the 30th Dáil in 2007, Minister O’Brien worked mainly in Financial Services and was elected to Fingal County Council in 2004. He was elected to Seanad Éireann in 2011.

He has held various positions within the Oireachtas including Vice-Chairperson of the Public Accounts Committee, Member of the Oireachtas Committee on Justice, Equality, Defence and Law Reform, Leader of Fianna Fáil in the Seanad, Opposition Frontbench Spokesperson on Dublin, Foreign Affairs and Housing.

Minister O’Brien is committed to examining the best way forward in terms of housing and accommodation solutions and enabling people to live fulfilling lives, in a safe, sustainable and environmentally-friendly manner.

David Rouse is Multi-Unit Developments Advisor with The Housing Agency. He works with stakeholders in the MUDs sector, including local authorities, State organisations, and professional bodies. David is a director of an owners’ management company of an estate of 1,300 homes in Dublin. He is a Fellow of Chartered Accountants Ireland, and a Business and Law graduate of UCD.

Mema Byrne BL is a practising barrister and member of the Law Library since 2003. Mema has a wide civil practice with an emphasis on commercial disputes and property law. She specialises in housing, landlord and tenant, land law, conveyancing, probate and planning and local government law. Mema is the author of “Landlord and Tenant - The Commercial Sector” (Round Hall, 2014). Mema is also an adjudicator and mediator with the Residential Tenancies Board, a CEDR accredited mediator and an arbitrator.

The Planning, Environmental, and Local Government Bar Association of Ireland (PELGBA) is a specialist association for practising barristers who practice in or have an interest in Planning, Environmental and Local Government Law in Ireland. ​ PELGBA was launched in July 2018 in an event attended by The Hon. Mr. Justice Frank Clarke, Chief Justice of Ireland and the Attorney General, Mr. Seamus Wolfe SC, and also Mr. Eoghan Murphy T.D., Minister for Housing, Planning & Local Government.

PELGBA seeks to advance the state of knowledge of the law in the areas of Planning, Environmental and Local Government Law and act as a forum for practising in this area. PELGBA aims to provide specialist education to its members through legal updates, morning and after court seminars, and an annual conference on topics related to Planning, Environmental and Local Government Law.

To date, PELGBA has held seminars on topics such as planning enforcement, mediation, housing law, as well as regular updates on developments in at domestic and EU case law and a conference on strategic housing.

PELGBA also promotes the Bar as a specialist provider of advocacy and legal advice in the area of Planning, Environmental and Local Government Law. In this role, it liaises with The Council of The Bar of Ireland and other relevant parties on issues of interest to its members.
